What do you mean by upside down? Any coin can be made to appear upside down by merely rotating it.
A true 'upside down' coin would be one with the obverse (front) and reverse (back) struck out of alignment. On the shilling, a correctly struck coin would appear as, with Victoria 'right side up', by turning the coin over sideways, the date appears at the bottom and 'one shilling' at the center. If it were an error strike, the reverse would appear upside down.
If this is the case, it's an error coin caused by rotated dies. It would carry a premium over a correct version, but how much of a premium is a function of the coin's condition.
